Fly them to Mexico and have them enter the US like most of the new immigrants do. They will be given Welfare, Medical, and Education. The only prerequisite will be; that they speak Spanish.
In truth, our immigration system is in tatters, as is the IQ of those who think that they are in charge. There was a time when only a U S citizen could reap the benefits of Americas liberties and privileges. Now, with the Constitution unraveling, it is anybodies guess as to what is procedure.

If you are a legal immigrant you can file I130 for them, individually. It will take longer due to your status. If in 4 years you decide to take your citizenship seriously and your file and pass the required test than they would move up on the list.
