this is common in collies, australian sheperds, border collies, huskies, and several breeds, it's perfectly normal to have light pigment around one or both eyes and therefore having blue eyes for several breeds.

He must be crossed with some other breed of dog? I have saw dogs like this before, but it has been rare, and if you have a collie that is purebred that has a blue eye, then you have a very rare dog. Have Fun!!

Blue Merles generally have at least one blue eye, perfect within the breed. Except the domestic dogs are as a minimum 2 to 3 weeks ancient, you really can't be definite of what the attention colour will likely be.

This is very normal and I've noticed is more common in certain breeds such as a Husky. This can also happen in humans but is extremely rare.

your collie is mixed (somewhere in its blood line) with a Siberian husky they have blue eyes.

Not uncommon, he probably has a gene for merle (dilute) coat coloring, or he may even be a sable merle.
