Is it because of dry skin? Does it have a name? Are they hair bumps?

Its not skin cancer or anything remotely close to that...it just looks like small freckles that are all over the legs from thighs to ankles

They are smaller than warts ...they look exactly like feckles but give the skins surface a rough texture

What it sounds like is a skin condition called Keratosis pilaris or commonly known as "chicken skin". My husband and daughter have it. It can affect anyone, not only black people. It is completely harmless. There are medications and skin creams that can help. Try this website!

It isnt only black people, white people get it too. They are warts.
These are the most common of warts, and appear on legs. They are almost flat and just a tad darker than the rest of your skin. Look up warts on the internet and there are sites that have pictures.
The warts I am referring to are not the same warts we all think of when someone mentions warts. These are so small, you can barely see them, but they develop in clusters, therefore giving the skin a rough texture. I have them. Please look on line. You will see pictures of peoples legs that have these warts.

I believe Troxy12 is right. Years ago in highschool my Algebra teacher (he was black) in highschool had them all over his face.
Unfortunately behind his back he was called tick face.
