Is there somewhere where I can take the items and pay something to have it done rather than having to buy the incinerator and doing it myself?

Depending on what the personal items are, Im presuming you are maybe talking about personal papers, maybe incinerating may not be a choice? If you had your own area to do this then i guess you wouldnt be asking the question in the first place. So if it is personal papers I suggest forget about the incinerator and purchase a paper shredder instead. One that cuts them up into confetti that way you will know no one can read them at all, then dispose of them in the normal rubbish as the need comes up.

You can buy a fairly cheap metal incinerator from most garden and DIY stores (a bit like a dustbin but with a chimney in the lid). Stand it on concrete in your garden and keep warm while you're getting rid of everything!

If you live in an urban area there are probably restrictions on starting a fire in your yard or any area near other people. If that is so,maybe there is an apartment building near by that still incinerates its garbage. Find the super and ask him if he would mind adding your stuff to their stuff.

If the items are personal - papers and the like - then like the other advice given - buy a personal shredder.
If the items are of a medical/hygiene nature - contact your local council to see if they have a 'medical'-type disposal facility
OR
contact your local hospital to see if they will allow you to dispose of these items using their facilities.
In either case I should think a small charge may be incurred.

Buy an incinerator for your garden, it contains the fire- good if it's small and overhung, dont do it in your bathroom sink (my sis did this and burnt a hole in it), why not simply tear it up?

Your barbecue grill without the grill or maybe a firepit if you can borrow one..otherwise a metal trash can and some lighter fluid will do the trick have a pitcher or hose handy just in case. I fyou have no access to outside...turn on your stove fan on high and keep your fire really small in a metal pan or trashcan.

you can buy a small incinerating bin at the garden centre, not too expensive and it has a little chimney too! if you burn a bit at a time you should be ok with the smoke!! (or the neighbours complaining about it!!)

In an incinerator, we sell them £3500 for a small one £5000 for a large one.

If you have a garden & a tin bin burn them in it or buy a shredder.
I got one for £14-99 mind it takes ages to shred.
