In Exodus we have "Thou shalt not commit adultery" and in Matthew 5:28 we have "But I say unto you, That whosoever looketh on a woman to lust after her hath committed adultery..."

It would seem to me that looking at a woman and lusting is committing adultery whereas if I hadn't seen her it wouldn't be?

I thought the New Testament overrules the Old Testament? How do I know when to apply what?

Always interpret a passage in light of all scripture, not scripture in light of a passage. -proper exegesis

"I thought the New Testament overrules the Old Testament?" No, the New Testament amplifies and fulfills the Old Testament.

The passages on adultery expose the heart of man. It demonstrates the intent of pornography. A casual glance at a nude body can be overcome with a little self-control. To stare and lust to arousal is the same as committing adultery.

Our Holy Writings don't contradict themselves. They look at
both sides of the story. The Path to Life is a narrow path, and
we are advised to not fall to the left or the right.
But isn't that exactly what we have in our world? The Left and
the Right? Conservatives and Liberals, going from one extreme
to the next?
Our Creator understands our emotional nature. We tend to
see the things that agree with our own point of view, and
ignore things that disagree. But when one reads inspired
writings, one should ask for guidance.
If we get a little too conservative, Holy Spirit will lead us to
something a little more liberal. And if we get a little too
liberal, Holy Spirit will lead us to something a little more
conservative. As our Creator wants us to have an EVEN mind.

The New Testament does not overrule the Old. It fulfills and enhances it. God has not changed from Old to New Testaments.
He is the same God in both. Therefore, neither have His character or attributes changed.
Like all sins, adultery begins in the heart and mind.
The contradictions you perceive in the scriptures are there because of your perception, not God's.

When scripture seems to be in conflict, it is your interpretation that is flawed. Good news though. Christ established his Church as the pillar and bulwark of Truth! Simply direct your question to the Church. See the Catechism, Vatican II documents, works of the Saints, etc. Your question is not new, not matter what it is. It's been poured over in the past. Are you willing to accept the answer though.

Your second sentence makes the assumption that you are incapable of looking at a woman and not lusting after her. But you have free will. Make the choice not to lust. If, in fact the temptation is too great, avoid her. Put Satan behind you.

If you lust after a woman, you have committed adultery in your heart. And the Bible says not to do that. Plain and simple. You can also commit adultery physically and you shouldn't do that either. THis is not a condradiction.

Just seeing a woman is not adultery, but to actually make an effort to go after her is. The difference is in what you do about it.

Keep in mind that Jesus is not speaking literally..he knew full well that any sane young man is going to look at a woman and think of sex. What he means is that you need to look at her for her spiritual qualities. She is not just a body to lust after but a person to be loved and respected. My interpretation.

Everytime u find conflicts inside the bible u should give ur self a chance to read Quran and clear out all that doubts. God sent us the Quran becoz Bible had suffered a lot of human manipulation already.

This is not a contradiction. Jesus simply stated that sins are born in your mind. It is always a first you think it, then you do it kind of thing. You are supposed to keep your thoughts as pure as your body. He did not negate the 10 commandmants he simply expanded their meaning or brought them into fulness.
