What do you want to use it for?
cd:\
(returns you from whatever directory you're in back to the 'root)
cd..
(moves you from your current directory to the next higher level)
dir
(gives a directory listing of the files contained in the directory you're in)
help
(gives a list of commands and what they do)

depending on the OS you are using.
if windows, cmd.exe or command.exe on old windows system.
if Unix/Linux, open a new xterm/terminal or logon to the system.
