if your husband is going to deploy but he'll get back right before your supposed to PCS, isn't there a way that the family can pack out and move onto the next duty station while he's still deployed and then when he's done he can join us there. What is that called or what paperwork is needed?

There is a way. Some things you may have to handle may require a Power of Attorney from him to do, though. You should be able to take care of the things required for the family to move with help from your Base Personnel Office as long as you can provide the orders for the move and the legal paperwork.
