This is presta valve. At the very top of the valve is a small screw, unscrew this to let air in. You will need either a pump that will work with Presta valves or an adapter to screw on top of this valve so you can use a "standard" air pump. In either case, go to your bicycle shop, not Target or other department store. A decent but cheap pump will start at about $17-$20 and the adapter is like a dollar or two.

Also, don't use the gas station to air up your tire. It can quickly over-inflate it and blow out the tube.

There are two different types of valves Schrader and Presta. Schrader is like the tires on a car tire. Presta is thinner and has a metal valve cap that you have to loosen in order to put air into it. Get a good floor pump from your local bike shop that will work on either of them and put in the recommended pressure. Good riding.
