There are 3 effects that I can think of. None from IR or UV.
. Different types of artificial light (incandescant, fluorescant, etc.) cast different colors on the subject. If you do not have the digicam's White Balance set correctly for that light, you will get very wrong colors. (Film cameras do not have white balance settings.)
. If you take a pic with a very strong light source in the frame (like backlit sunlight), all cameras will have trouble getting the correct exposure level on the subject. You need to use the Spot Exposure metering mode to try to exclude the bright backlighting from the exposure setting. or use Fill Flash to try to equalize it.
. If a very bright light comes into the camera from an angle, the lens might create a "flare" of light shooting across the pic from the direction of the light. Use of a Lens Hood (or a camera where the lens is set farther back into the body), can reduce or eliminate flaring.

Absolutely. Different types of light may look similar to the naked eye but cause drastically different color exposure on your digital camera. For example, there is more red in incandescant lights and more blue in flourescent light. Most cameras simply adjust for this automatically (some better than others). This is called white balance. "White" is actually a certain balance of different colors of light. Add too much of one color over the others and, although your eyes compensate, the digital sensor might not.
If you take pictures under certain types of light and it looks "off", try adjusting the white balance manually.

I know that neon lights can affect images taken with a digital camera. It distorts the colour.
