i will try to make the best of the question i can but it seems as though she may have a neurological problem from the speaking, rolling her head and palm reflexes though children will begin to talk properly at their own time and pace. the oldest i have known for kids to start talking is 4. take her to the doctor anyway to be sure its not serious and she may also have some developmental delays. take her to her pediatrician ASAP.

This is yet another case of language barrier.
She needs to be evaluated by a doctor. If I can read between the lines, she get upset because she thinks people are not understanding her and she cannot understand why.
A child not speaking properly is a sign of many conditions but a quick hearing test can make great difference. The child learns to speak if she can hear other people speak.
I think she is not able to hear so she has not learn to express herself, so she has this double handicap.
This is treatable. The doctor may find other things that may be serious, hope not.

Some child take much longer to learn to speak, My son has 3 masters degree and he did not talk for long time, he had all the wishes catered to by his older brother and sister and mom who was at home he would just point and he would get the things done.

Make sure that the little girl is able to hear. If she has hearing capability than take for granted that she will definitely speak. She is not required to be taken to any doctor.
A child learns speaking by copying the words what she hears. Than she slowly learns the meanings of words and connects it with commands and activities.
For speeding up her speaking capabilities speak with her as much as possible in the same language. If you speak more than one language, than the child will get confused.
In the beginning select some words for her and repeat them only. Do not use different words for the same thing.
If both the parents are in job and speak different languages then the child will need more time for learning speech.

I am not at all sure I understand what you are saying. Is it that your child is using hand and head signs to get something from you? If this is it you have to get her to use her words. You would do this by not giving her what she wants until she says what it is she wants. Rolling her head and closing her palms could also be a sign of a few things including but not limited to pain, a hearing problem,etc. If she seems to be in great distress, I strongly recommend you visit a physician soon.

As for her not speaking correctly... is that something your pediatrician told you, or something you feel is happening. If her doctor has told you that he/she should also be suggesting having her tested. Express your concerns to her pediatrician.
