Some parts of the UK have already drowned, eg Dunwich & Scilly Isles.
Other parts will not submerge even if all ice melts.
Eventually geological tectonics will sink the land mass, just as once it was created on a seabed before being raised up; but not in the life of the human species.
But just as a human can drown in a puddle if face down, so UK society will collapse before much land is flooded; eg migrants from flooded areas in the UK (imagine all the previously wealthy Londoners trying to move to Yorkshire or Scotland) & abroard; loss of arable land due to drought & flooding around the world leading to global supply problems etc

If the glacier melting pace stays as it is (it won't, it's gonna go faster and faster unless we do something) the sea level should rise about 2 to 3 feet in the next 100 years. Birmingham is 462 feet above sea level...so it's gonna take about 15000 years (in the worst case) to "drown".
But there is no way of telling how fast water will rise in the future : it depends on how fast the glaciers are going to melt and on global warming. (liquid expend with temperature) UK is pretty safe because it's high above sea level.
But on the Island of Tuvalu, they already began to relocate the population! Pacifics island and the state of Florida in the USA are going to get it first...and Bush is against Kyoto!

England will go under before scotland as we sit on a slope, i'm not sure when it will go under water, but within 10 years some places are predicted to be already under water.
