Male birds do not have a penis, actually. Birds mate by arranging their bodies so that their cloacas (the openings that waste and eggs passes through) are in direct contact. This contact allows the sperm to pass to the female.

MOST male birds do not have a penis...just a cloaca that they press against the females cloaca to pass sperm to her, this is called a "cloacal kiss".
