is it true that some people go to secret missions to save people and catch rubbers?? but not polices.

i'll assume you mean 'robbers' and not 'rubbers'... :)

yes. there are private detectives, government officials, etc. that perform various services without revealing who they are, or their job.

but - sometimes regular police officers also go 'undercover' to catch criminals. so that would count as well.

No it`s not true!!!!! All of the Missions in the country that I know of are not secret. In fact most are open to the public. And on top of that, all of the people in these missions are probably "Saved". As far as " Catching Rubbers" go I haven`t a clue what kind of games these people have devised using their rain gear.
