Assuming that the person marrying the U.S. permanent resident is an alien, the time usually varies. It all begins with the filing of an I-130 petition but it usually takes over a year or longer. Fortunately your brother is in a class of non-immigrants the can go from a non-immigrant to an immigrant. It also helps if the F-1 is still in status.

The spouse of an LPR is a Family Second Preference candidate and will wait in a queue that at present is about 5-1/2 years long. But the V visa is available, too. Read about the whole process here:

He needs to speak with an attorney. They are many different rules/laws and ways of doing things. Honestly, the more money he is willing to pay the easier it will be but I believe the quickest is 2 years.
