He is not allowed upstairs and lately he keeps going up there and getting into garbage and relieving himself on the carpet. Even if he is yelled at two times in a row for it, he will go right back up there! When I go up there to get him he ignores me when I tell him downstairs! My lab would never do this. Then again I've had him since he was a puppy. I adopted my wheaton about 3 years ago from a family that were giving him up.

Did you deodorize the carpet on the spot he peed on?If not, deodorize it using a commercial deodorizer or use white vinegar. Try deodorizing the garbage because maybe there are alot of smells he is attracted to and change the place of the garbage.Put a children gate/dog's gate at the bottom of the stairs.If you can prevent him from going up with a chidren's gate, all the better.

a baby gate would work to keep him down stairs
or a pet fence it is meant for the outside but you could put it under a carpet it buzzes then he gets a shock and will not go again
to get him to stop relieving him self you have to become the dominate dog

It's always hard correcting problems that were created by another family, but I commend you for taking the dog in. You may have to use a crate to "retrain" him! It is not cruel, and as far as pottying in the house, you have to catch them in the act, otherwise they have no idea why they are being scolded! Good luck!

He is trying to claim the upstairs as his. Get him nutered, put up a puppy gate, and remain consistant on his training.
