If you use the German way for writing ä - bestaetigungsbrief - helps a bit:

Confirmation letter available. Consider please plant.

Yet still the 2nd half of the instruction is a mystery. Good thing I know SOME German

To answer the first question...Yes there are people that can read German.

The second part is mearly a statement...but...Bugger...Wes beat me 2 it..
