Memory cards can store vaules, so I was thinking of adding a certain value lets say 100$ as a prepaid card once the student arrives at university and could be used around the campus for eating. What is the simplist way of doing that?

You don't want to store any values other than a unique ID on the memory card. (Actually, it would be better to use a magnetic strip card or RFID card. I don't know how much card readers and encoders cost.) Anyway, it's smarter to just store a unique ID on the card that will then hit a database and update dollar amounts there. This way students can't cheat and get their own card encoder and increase their dollar amounts.

only card from bank like cash-guard card can be used.not the simple you want.those card can easily be manipulated.so give up cheap plan. rethink.
