Luke 21:24 is talking about the Diaspora of the Jews that happen in 70 AD. The Romans march on Jerusalem. It was a terrible battle and the Jews were sent to all nations to divide the culture up. "The time of the Gentiles" is now. It is the Gentiles that have the true gospel of the Lord. During this time, the Jews will be led back to Jerusalem (in progress) and restored. The restoration part won't happen until after the second coming according to Ezekiel.

Luke 21:24 is talking about the period with the Babylonian captivity and ending with the defeat of the Gentile world when Christ returns in glory at the Battle of Armageddon. Until that time, the city of Jeruslem will be "trodden down of the Gentiles."
(Paul reminds the Romans that God's primary plan is for His promised people and calls Israel the natural olive branches.)
