For smaller areas I use granulated fox urine. You might want to put a scarf around your nose and mouth as it does stink, but for a bigger area, I would go to your local gardening center or hardware store - wherever they sell lawn care products and ask for something to cover a larger area.

Have you complained to the neighbors about this? Are there pooper-scooper laws in your city? You could try and collect some of it the next time they use your lawn and leave it in a big pile on their front porch...see how they like it!

I can't answer when it comes to dogs but with cats, orange peel in the garden will help. Cats don't like citrus.

if you go to your local home depot or lowes they have a plant that is a ground cover I am not sure of the name but if you tell them what you are looking for they will know exactly what you are looking for it keeps not only dogs and cats but other critters that are unwanted.
