BMX bikes have different sizes. They go from mini,junior,expert,pro,pro xl and somtimes even xxl The way a bmx bike is measured is the length of the top tube. The measurement goes from the back of the head tube to the front of the seat tube. Minis are for little kids 5-6 and under and so on up. They have charts that help you to pick the size you need based on your height. So there is a great distiction in the BMX world.
Mountain bikes are measured from the center of the crank to the center of the top tube along the seat post. Not the greatest way for measureing a bike from my perspective but the best way to find what you like is to go out and ride them.

Seeing some of your other questions I'm assuming your talking about BMX bikes. There is no true size distinction on these bikes but each manufacturer will have different length top tubes and you can get these from any of their websites.
If your talking size on a mountain or roadbike typically you measure from the center of the crank arm to the center point where the seat tube and top tube meet. Mountain bikes are typically given in sizes of inches where road bikes are metric and in centimeters.

depends on what bikes you are talking about, but the best answer to your question would be, take a measuring tape, take from the crank or the Bottom bracket measure up to the toptube where its at the seatpost, a XS to S frame measures 43cm to 48cm a Medium Frame would be 49cm to 54cm, Large frames goes from 56 to way beyond 62cm.
4ft to 5ft5 goes very well with XS to X frame
5ft 6inch to 5ft 8in and above for Medium
5ft 9 to 6ft goes well with L frame
6ft above XL frame

Measure from the top edge of the saddle tube to the centre of the main crank spindle.
(Well, that's what it was 50 yrs ago)
