Is the military base in Niagara Falls,NY and the airport the same thing?

did a search on google and it seems to me that it is but hoping that someone knows for sure.

they share the runways. The base is on the north side, the civilian ops are on the south.

Most Air National Guard bases share airports with the community. It saves a lot of money for both sides. They share the costs--like plowing the runway, having emergency services located there.
