Depending on the technology offered in your country, you have several options.
The cheapest PABX function with best performance should be available from your telephone exchange. Namely, a virtual PABX.
If phone companies do not offer virtual PABX, then try a search in Internet for Internet-based PABX functions.
If above options are not feasible, contact major suppliers like Ericson or NEC for their best deals.

I would go for SIEMENS, because -
a) In the PABX business for more than 60 years
b) An office in every corner of the world
c) Hence good service can be expected
d) German engineering and production
