The apt building is very old . There is a few spots of mold in the area. The fungus is a lite tan color. It seems to be growing and filling up a larger area and the (pototoe chip shape) looking fungi individually are also growing in size. Is this toxic or bad for my health and how do I get rid of it myself.

It's awful for your health.

Step 1 tell your landlord
Step 2 bleaching the ceiling helps but your landlord should handle this.
Step 3 Your building has poor air circulation so everyday open all the windows and doors in you house for at least and hour.

Yes!! It is toxic and bad for your health. You shouldn't have to get rid of it yourself; your landlord should have to take care of that. However, if he can't or won't help, you need to thoroughly clean the area with bleach, probably more than once, and keep up with it. Toxic molds can cause serious health problems and respiratory distress.
