In all of them... enough pipes underground where you can walk in. Just kidding!

In Antwerp, check this out: http://www.antwerpen.be/eCache/BEN/16/462.cmVjPTY0NDc.html

In Mechelen they have parking lots underground (but I don't think you mean this, do you?)

Brussels has got ancient castle-ruines underground: http://www.coudenberg.com/ContentENNew.html
The train station in Brussels is also underground. Trams in Brussels drive both on and under the ground.

Hope this will help.

Underground? where?how far?in what?

In Bruge you can drive through an underpass in to an underground car park, and walk upstairs where you come out in one of the town centre squares.
