As I figure it "down to earth" began as a reference to farmers and those who work the land. These people were considered to be simple, friendly and hard working. These qualities came to be referred to as down to earth. So when some one is referred to in this context, the speaker is expressing the fact that the person in question is easy to talk to, friendly and not uppity or snotty. This phrase could also be notated as the opposite of "having your head in the clouds."

Sure, because IMpractical is associated with having your "head in the clouds" or "floating in la la land", your mind is said to be in another place altogether. It's stems from the literal imagery of having both feet firmly planted to the ground. It goes beyond practical, it gives the listener the sense that the person is sensible;that this person is here, in the real world, seeing things how they really are and for what they really are, on this earth... hence "down to earth".

Earth means neutral, basic, natural.
So down to earth means that you are so basic that it doesn't take an effort to do things, therefore practical

down to earth is a mere saying, simple anecdotes but has wide range of meaning (depends on how you use it in a sentence)like for example- you have a friend, she/he is humble, simple and have a good attitude, you can say he/she is down to earth. in science-inventions and experiment from down to earth has being used. in fashion- whew she a real good model down to earth dresser. in beauty- her beauty is down to earth. its up to every individual on how and when to used the words down to earth.
