There is an organization called the Graffiti Hunters of Hawaii that tries to get rid of graffiti in Waianae. Here's a link to a story on them:

I saw that you had previously asked about graffiti in schools, and sorry, I don't have an answer to that question. But if it helps, according to the Hawaii Reporter, the Department of Transportation estimated that its personnel removed about 150,000 sq ft of graffiti each year at a cost of $25,000 to state taxpayers in 2005. I know that doesn't say anything about the cost to schools, but it may be interesting to you to see how graffiti affects other parts of the state. Good luck with your research!
