Because God brought them up from Egypt where they were slaves. I am glad you brought that passage up because there is something very peculiar about it. Everyone gets to rest on the Sabbath except for wives. I noticed that a few days ago while reading through the Bible and I had never noticed it before.

It is mainly for man to rest.
See how long you can work without resting. Not talking about sleep, but rather mentally rest.
It will have the psycological effect. It will also be affecting our human relation, as we can not focus well.
All things will start to crumple, family, wife, children, friends etc. Even productivity will also be affected.
Even in today management world, we are taught to take stock of our live, and do our mid-way checking on our goal and objectives. Even the Management Guru will teach us all these skills.
One may say, we can pray for help.
Yes. . . But. . . Now, in that situation, who will think of worshipping God, and cry out to him to help?
One Bishop once told me, if we only pray for 30 minute a day, do we hear our own voice or God's voice?
He suggested to spend about half a day, doing nothing but to pray. . . in somewhere quite. Than we can really hear his voice.
So, instead of speading thousands of US Dollar on Management Guru, the Lord taught us, keep thy Sabbath Holy.
How about the minister? I once heard a Christian says. Not fair, the Christian cannot work on Sunday, but Pastor do. But the Pastors do take time off during the week to re-charge themselve.
Sabbath is a day for man, not man for sabbath. If we apply the concept of Sabbath, we can still take rest at any possible time.
I was once an Military Officer. Sunday may not be a good time at all for me to worship God. So I choose Sat if possible.

I guess the discelps should of been stoned to, since God is unchanging.
Numbers 23:19 God is not man, that he should lie,
or a son of man, that he should change his mind.

the primary reason jews are commanded to observe shabbat is... because G-d said so. it is a spiritual tie to bind the jews to G-d and make sure they never forget him, and it also has spiritual meaning in that it reflects the creation of the world.
EDIT

yes, they do... no jew is allowed to work on shabbat, male or female. even if you are a housewife, you have to do all of your cooking and cleaning before sunset friday night, because after that you're not allowed to do it until saturday night.
