In XP
normally if the blue tooth is enabled a blue coloured icon with red symbol is displayed in the task bar, and the adaptor always scan for blue tooth devices nearby. if this icon not found go to control panel there is an option to configure blue tooth.
Make sure that the options in mobiles set properly
since you are not mentioned the make and model of both the laptop and mobile devices i am not able to give an exact solution
visit the site too http://www.pctechguide.com/74MobileComms_Bluetooth.htm

Not an answer as such, but I had to purchase a "Nokia Connectivity Adapter Cable" ($98.00). with Software etc.
I couldn't get it to run as I am locked out of my Notebook. Best of luck.
