This is a question that we cannot give a definite answer. I had witnessed dogs showing bizarre behavior - howling, crying, and looked so scared (during the night or a particular place) which the folks believed that they are seeing ghost. Sounds possible and believable yet we can not give exact explanation for such an idea to be reliable.
They say dogs like some other animals are highly sensitive to spirits. Whatever is the exact explanation for this, who knows? Dogs may really see ghosts or something beyond human capabilities to see but all we can say are all presumptions and speculations. Human cannot see them so how can we tell the definite answer? Science tries to explain and find out anything that could uncover this mystery but gives no straigtforward significance. If dogs can talk or can at least clearly define its thoughts, then there could be a way to uncover the reality. For the meantime, this remains a big mystery and largely depends on every human whether to believe or not. Awwwwoooooooo!!

Nobody but the dog can say for sure. However, I did experience something once that makes me think they can.
At the time, we were living in an apartment across the street from a cemetary, which was a very quiet, safe place to walk a dog. We had a little Collie/Shepherd cross who was the size of a Sheltie on the outside and the size of a tigress on the inside.
Molly never objected to walking in any part of the cemetary. . .at least not until there was a funeral one week. The next time I took her for a walk, we started to walk by the new grave, and without warning, she started to growl and stare at something only she could see. Her fur was bristled up until she looked to be about twice her size.
Now I'm a stately proportioned sort of gal, and Molly only weighed about 20 pounds. That little dog DRAGGED me away from that grave and didn't stop until we were back in the older part of the cemetary. And for the rest of the time that we lived in that apartment, Molly would never go close to that grave or let my husband or me anywhere near it.
I don't know what she saw or smelled, but whatever it was, she would throw herself in front of us to keep us from heading that direction. Ghost or. . .??? The only one who ever knew was Molly, and she never told.

If dogs can see ghosts, how it know it's ghosts, but not human? Animal do have natural instinct for dangerous, human do have it too, but just slowly diminishing. So, I do believe when dogs (or any other animals) look frightened with "something" in the air, it's just they sense dangerous.

I had three dogs when I lived in Puerto Rico. Sometimes all three of them would all wake up simultaneously in the night, and run toward the fields. They were plains, so we could see everything. We would check at what they were all barking at, and there would be nothing in the fields. This would happen almost every night. So who knows, it may be possible.

I really think that all animals can see ghosts and spirits much more than we can. We are blocked by the scientific and skeptical boundaries that are set. They just see what they see, and that's that!

ANIMALS ARE VERY INTUATIVE TO THE AFTER LIFE AS WELL AS CHILDREN TO GHOSTS. THEY ARE VISABLE AND CAN GIVE DIFFERENT SCENTS BY SPIRITS. A GHOST WILL ONLY MAKE IT SELF SEEN IF IT DESIRES TO BUT THE PRESENTS OF THEIR SCENTS ARE ALWAYS THERE AND THAT IS WHY DOGS CAN DETECT AND ALERT THERE OWNERS OF THE SPIRITS PRESENTS.

Yes. My house was very haunted, and there was one room that it was "focused" in. My dog wouldn't even go in, and would freak out if we tried to get him to enter--whining and growling, then eventually running away.
