I shave my legs every day, and it grows back the same. Sometimes I've noticed that two hairs have grown from the same folicle, but I think that is because of my genes. I have really really thick hair on my head, and it must be related somehow... But you can't really see the hair anyway cause it's blonde... so doesnt' matter either way.

On your head, yes, other parts, no. Some folicles do not get thicker with cutting them, but that is why some folicles allow hair to grow longer.
