Yes it does work. It lets the monitor know anytime the person steps out of the boundes set up by the judge.
I guess the benefit would be not having to go to jail.

One obvious benefit is you don't have to sit in jail. One disadvantage is it can cost a bit. People are usually charged by the number of days they are on it.
