I live here in Missouri. You can be legally emancipated at the age of 15 here with parents signature and at 17 on your own.

Tell him to go for it. Gotta live and learn on your own

How is your boyfriend going to pay for his trip to California?

Is he going to pay rent at your parents' home? Or are you two going to move into your own home?

Has he graduated from high school? Have you graduated from high school?

Does he have a job in Missouri? Why is he willing to leave that job? Can he line a job up in California?

Whether or not he may legally leave Missouri is a question I cannot answer. That he should move into your home is likely the wrong answer, though.
