You can do all the above the put a picture op top of another...

But I guess you need some more info about the possibilities of it:

you can use a mask to hide certain parts of the image you put on top (see layer palet, on the bottom: it's a square with a circle in it) Select the top image and click this button, then a blank square will apear next to your pic: then select the brush tool, select black and start painting what you don't want to see - adjust the brushsize and/or pressure rate to create a harder/softer effect)

in the layer palet you can also choose some effects for the image on top, like overlay, screen, multiply, etc. this can give you some nice effects so the two pics blend into eachother, you can combine this with mask (see 1): select the top image and look in the layer palet above, there's a list of things you can choose...

There's so much possibilities to put different pictures into one - I would say, test & play to check it out...

Open both pictures up.
Use the select button to select the entire image.
Click Edit>Copy
Go to the other picture and press Edit>paste
Then, use the hand to move the image where you want it.

Add a new layer then open up a new picture drag it into that layer I think this is what you mean.
