The Chamber of Commerce is a good place. Go to the monthly "mixers" and hand out lots of business cards. Forget about the morning "sunrise" meetings - they're already pre-planned and not really for new-comers. And do volunteer work: food bank, homeless shelters, etc. They are full of rich housewives trying to assuage their guilt of wealth. They have great connections and love to pass along their "new" friends.

Join a private health club. Go to club hot-spots after 5:00. Restaurants near office parks might be a place to frequent right after work or on your lunch hour.

Toastmasters will definetely do it. Also, you may want to attend chamber of commerce meetings of your city and cities around you, they usually are very open to meeting everyone new.
