If the report has not been filed by the officer in a timely manner, report him/her to their superior officer. If the department is ignoring you, you can simply request a copy of the hospital's report and bring it to your state attorney general's office with a complaint about the police department's failure.

I'm going to tell you straight off that you're not going to like my answer, but that doesn't change the fact that it is the truth. Here goes.
In the state of Alabama, a motor vehicle accident report is not required if the accident occurs on private property. The State of Alabama Uniform Traffic Accident Report is only required for an accident occuring on public roads and right of ways. In fact, the officer cannot complete this report if the accident did not occur on the public roadways. If the accident occured on private property as you say ("in the yard"), then a traffic accident report would not have been done. Each department within the state decides what, if any, type of report for a private property accident will be done. "That's ridiculous!" you say? No argument here. But that's the way it is.
And I would like to know what law you are referring to about an officer not filing a report being a Class C Felony. The only applicable law is "Failing to File Required Report", and it's not a felony. It's a violation, which is less than even the lowest misdemeanor.

It sounds like misfeasance of office and it could be a punishable offense if it can be proven. You have several good answers included here. You may also consider contacting the Equal Rights Administration and the State Attorneys General. With the amount of time that has passed I would expect you have already tried to get satisfaction through the Chiefs office. If the chief is allowing this you will never get what you want. If you have a legitimate complaint contact the mayor’s office, the police commissioner, or a state or federal agency.

This is strange particularly when someone was hurt and went to a hospital..use the hospital report and a "911" report from the date of injury to help support your case...You can get a copy of your call to the police from the 911 operators..You need info like,date and time of the accident and who made the call......

What are you trying to accomplish. Get your witnesses to write statements and get a copy of the hospital report and doctor report. Then go to the Commander of the police precinct and tell your story. If an ambulance was involved, get a copy of the ambulance report.

Put your insurance company in touch with the officer. It's there job to obtain the report, not yours. If they don't have one than the insurance company needs to complain to the proper person.

I would suggest you contact an attorney and they can advise you on this very important question. Or maybe the sheriff of your county.
Another person you could contact is your senator or representative in your state government - they'd be the best. You can find their phone number in the phone book under the government section.
