talk to him. find out why he's not ready. then you need to asses whether you are willing to wait for him for that. maybe he has some goals he hadn't told you about that he wants to accomplish (another degree, a certain amount of money in the bank before he settles down with you, etc.)

i think if your with somebody for a year and a half it wouldn't be a bad idea to start talking about getting married,
After four years i'd tell him that you really wan to get serious about our relationship, imply that this means a lot to you, ASk him what's his problem with marriage.
i'm a guy and i would mess around waiting for a girl this long to marry me
