Should they always meet the floor? Or can they meet the window sil?

If covering a sil 2"past bottom of sill, all others should touch the floor.

There is no defenate rule now a days You can puddle them on the floor you can bring just below the window You can can have them only on the top bottom or middle of the window Or just tie them back. Most people bring all the way to the floor .unless you could possible trip on them. Then right to the sil.

It really depends on the look you are going for I guess. In most cases I would always let them at least come within a few inches of the ground and in some cases I would even let them pool on the ground (depending on the fabric and look you want). However on some windows it may look better and be more practical to have them stop at or a little past the sill. I mean if you have some on your kitchen window above your sink you def. dont want them hanging down and getting wet or in the way and then you would want the rest of the window treatments to match in that room so you may choose to have them all the same length.

When measuring, determine the type of rod you are going to use first. If you're using one with rings, you'll measure from the eye of the carrier ring to the floor. The eye is the small metal loop attached to the ring.

As a general rule to determine width of drapery panels, multiply the width of the window by two or three to account for gathering.

Determining drapery length is a personal preference. If you want the panels to touch the floor, allow about Vz inch to rest on the floor. Should you want the draperies to puddle on the floor, add anywhere from 6 to 18 inches to the length.

Just above the window all the way to about 1 inch from the floor. You can make them any length you want. Some go to the window sill but most go all the way.

It is not necessary for them to meet or puddle on the floor, but they must always cover the window sill.

i think its either very long till the floor or short as in 3 inches below from the window.

one inch off the floor and 2 inches above sliders, or, if hung on rings, same level as pole
