well if you save a penny by buying enough food so that it spoils you didnt save anything
or
you will scrimp for a penny and give away a pound

at least thats what i get out of it. good at the small stuff not good at the big picture.

It means that somebody is too focused on the little things and missing the bigger, more important issue at hand, usually related in my experience to micromanaging. It's similar to 'missing the forest for the trees'.

see, you think you save on something but in the process spend a lot unknowingly. Conserving a bit and spending more than that.....
