Milk on a cotton ball. Not as harsh as alcohol on a toddler's skin. Works pretty well.

are you talking about something like a Sharpie?
try an alcohol wipe, or a squirt of hand sanitizer.
ink usually dissolves in alcohol.
if not, then don't apply anything more toxic, the mark will disappear in a day or two

Use Axe body spray or hairspray. In my experience, it takes it right off. Good luck!
