What does the *82 before typing a phone number signify?

It means that you are NOT blocking the number or making it private. Therefore if you have a private number already you would do the *82 to unblock, if you wanted that number to showup.

It Unblocks your phone number on caller ID, if your phone is unlisted or Private, *67 Blocks your phone number...

*69 is to find out who called u and hung up on u.
