Cause she can't scratch it/ reach it---that's where u come in!

If you are talking about the top of the base of the tail (towards her back not her anus) then many dogs like to have that area scratched. If you are talking about the perianal region it could be that she could be coming into heat or she might have worms. Does she butt scootch across the floor?
Check her fresh feces for wormy looking things or take her into the vet to have her examined. If she is older she might need her anal glands expressed.
One last thing could be fleas.
