Try the rowing machine, it's really good for that area, also for your legs.
I hate that bulgy bit as well. you could try a bra with a wider back section as well until you get some results.

It is true that the bulge is fat but toning the muscles will help the appearance of the area. A total body workout program including resistance/weights, cardio, and flexibility is important for everyone. We really can't totally control where we are predisposed to have extra fat. If you haven't tried pilates it may help because it concentrates on the core muscles which includes the back.

The bulge is fat, and some good advice has been given. I'm not being mean in suggesting this, but try a bigger bra. Not cup size, band length. I read somewhere that most women wear bras that are too small.

You can never spot reduce!!!!!! You can try and concentrate a little more on an area, but never on one complete spot. The more muscle you have all over the body, the more likely you are to burn away bulge every. Muscle burns fat. (I work at a gym) Try to focus on one day upper body one day lower and any time abs. The more you work your whole body the better the results! Like i said though, you can never spot reduce one spot!

Workout move, called the lawn mower. I'll try and explain it. Using a weight (light) cross one hand over the other foot and pull like starting a lawn mower. Squeezing your shoulder blades as well. this will work your back as well as bra over hang

The "buldge" is fatty tissue, so you will need to hit the cardio scene harder. You can do the pull down (for the lats) this is good for this area, and it will tone your muscles in your back, but the buldge is fat and you'll have to move to get that off.
