I think the actual quote is...
"Always do what you want, and say what you feel, because those who mind don't matter, and those who matter don't mind."
I don't know what book it's from, though.

It's not from any Dr. Seuss book because he never said it. The second part was actually said by an FDR advisor.

my favourites; "Today you are you, that is truer than true. There is no one alive who is youer than you." "You know you're in love when you can't fall asleep because reality is finally better than your dreams." “I meant what I said and I said what I meant.” Be who you are and say what you feel because those who mind don't matter and those who matter don't mind. I'm sorry to say so but, sadly it's true that bang-ups and hang-ups can happen to you. If you never did you should. These things are fun and fun is good. The more that you read, the more things you will know. The more that you learn, the more places you'll go. Today is gone. Today was fun. Tomorrow is another one. Think left and think right and think low and think high. Oh, the things you can think up if only you try! You are you. Now, isn't that pleasant? Young cat, if you keep your eyes open enough, oh, the stuff you would learn! The most wonderful stuff!

Boy, this is a tough one. The quote given may not be accurate. I can find, "Be who you are and say what you feel, because those who mind don't matter and those who matter don't mind." given as "attributed" to Theodor Seuss Geisel/Dr. Seuss. It was not linked to a book. That doesn't mean that it isn't from a book, I just can't find it anywhere. Sorry and good luck.

I saw online that it might be from the Lorax, but I've read the Lorax hundreds of times and don't remember that quote. Maybe Oh The Places You'll Go? It sounds like something that would come from there.

The quote is "Be who you are and say what you feel, because those who mind don't matter and those who matter don't mind."
And I believe it comes from Seuss-ism
