Start talking and in the middle of a sentence hang up. He'll think the phone line dropped the called.

Even if the person is "intellectually challenged", and if you DID ACCIDENTALLY dial his number ... if he was able to answer the phone, you should be able to say "excuse me, I've got the wrong number".
