There are many conditions that can cause someone to always be cold If the person isnt healthy. if you are pretty normal and healthy i wouldnt be too concerned.
reasons for a sickly person could be
1. poor circulation.
2. extremely low body weight due to inadequate nutrition.
3. low blood pressure
4. thyroid issues.

poor circulation, if this is a new symptom go for a check up with your doc as it can be a sign of something wrong. but usually it is nothing to worry about and is one of those things that happen with age

They're just whiny and you should ignore them.
Haha, nah, I'm just kidding. It could be low blood pressure, low iron levels in the blood, or any number of factors. Are they too thin? That could also be it. If you eat healthy and are in good health in general you shouldn't be feeling cold all the time- see your doctor if you have any problems.

Being in a cold climate with not enough cloathing.
People with an underactive thyroid feel the cold more thatn other people and therefore they are "always cold".
