Hell no nobody wants his neighborhood to look like the frickin' jungle. Plus all that grass is a hiding spot for bugs, mice,and Viet Cong snipers. My neighbor wouldn't cut his grass so I dumped agent orange allover his lawn.

well it depends is this person peralized? If yes... that is terrible and tisk tisk on you! If this person just broke a leg or something, this is not as bad but It still is, I mean grass? C'mon!

She is confined to a wheel-chair? Probably she has limited amount of income too, so probably couldn't hire someone to mow her lawn weekly.
The long grass was bothering you? Maybe it bothered her too.
Instead of sabotaging heer wheel-chair, why did't you offer to mow her lawn, FREE, without charge!!
