I think not. It takes intelligence to create a dictionary.

Likewise, it takes an Intelligence, an intelligent designer, to bring the Heavens and the Earth into existence.

You have enough soup, you have enough letters for a dictionary. But it still takes Intelligence to arrange them.

Likewise even if there were enough material for the Universe [and how did you get it unless it was made Ex Nihilo], still it needed an Intelligent Designer!
