Definitely a male has a blue cere. The female has a crusty tan or brownish cere. However, if the parakeet is less than 5 months old, the female may also have a blueish cere at this point. As the female matures her cere will change to a brownish color.

The males have blue noses, but babies have blue noses as well. The female babies will eventually lose the blue on their nose, usually by 4 months of age. There is no difference in the colors of their plumage (feathers).
You can buy books about budgies where they give this sort of information.

don't bother looking at the other end, male and female birds are the same on the exterior. Look at the feathers, most of the time, the male has brighter, more vibrant and true colors than the female. If you observe male/female parakeets carefully and if they have the exact same color, you'll be able to see the slight difference in color. the female is slightly duller and drab.

It's a boy!!! Sometimes the color changes as the bird matures. If he no longer has the bars(stripes) on the top of his head he's a boy! Congrats!

It's a boy. However if it's a young bird they can change color (my bird's name changed 3 times). A good way to tell if your bird is old enough to tell is to look at their eyes and head. If you see white in their eyes and they do not have stripes to their beak then chances are your bird is old enough that they are not going to change colors.
