Are you crazy? You'll be accused of sexual harrassment if you go about grabbing girls' breasts! If it is a girl you are seeing and the both of you are in an intimate situation, you can just go with the flow... Asking for permission might be alright, depending on the situation, but I still think you should just go with the flow

My answer depends on your desires. Do you want kicked in the groin? Do you want slapped? Do you want to be treated with respect? If you answered "yes" to the last question, then treat the girl with the respect she deserves. Wait for signs that you are both ready and/or ask politely.
