We got a few cats in where the spay was incomplete because something small was left after the surgery. These cats would act as if they were in heat, but unable to actually get pregnant. Your vet should beable to determine if this is the case with your dog or if it is something different.
And in defense of the person asking the question, a low cost clinic doesn’t always mean low quality just as high cost doesn't guarantee exceptional quality or care. Though it may differ place to place, the low cost clinics run in our area were done on the side by veterinarians with their own practices elsewhere but wanted to help out low income families or rescues.

The heat, or estrus, cycle in a b*tch lasts about 3 weeks. There will be a discharge, which may be clear, or bloody, or what has been described as murky, depending upon the dog and the point in the cycle. Her vulva will become engorged, and may appear darker in color. The middle week is the most likely time for her to be receptive to males and become pregnant, although it can happen at other points in the cycle. It sounds like your three weeks is just underway. By all means keep her confined and away from male dogs. You can find a number of home veterinary handbooks, which will explain it in more detail. Once she is over this cycle, spaying is highly recommended. You won't have to deal with it again, and it will prevent an unexpected litter of puppies.

Some low cost vets don't actually remove anything, but do a tubal ligation instead. Seen it before many times!!! You should have made sure the vet you had do the spaying was actually going to remove the ovaries, falopian tubes and the uterus. They all may still be there. And because these low cost spayings/neuterings are getting more common, there is probably nothing more you can do but get her fully spayed this time by a non-low cost vet!

When a dog is spayed, the uterus, ovaries, are removed. Just like a woman having a complete hysterectomy. She may be having a medical problem unrelated to a cycle. Dogs normally only go in heat once every six months, I believe that is right. So it would even be too soon for another heat cycle.
Please have her checked out by a vet right away. I believe something else is wrong with your little dog.

Take her to a vet, and I mean very very soon. Something is seriously wrong, because that should not have happened. A number of complications can be result in symptoms like you are describing, and the earlier she is treated, the better. Even if she had not been spayed, she would not have come into heat again this soon unless there was a problem.

Don't go in there ready to blow your stack, but ask to see the records. (Ya know, Got another thought::: I think I'd first take her to another vet and have her blood tested for estrogen (she shouldn't have much) , and have her palpated (to see if he can feel her uterus and ovaries.... some are good at it others aren't...... anyway, first, just so you knew what was going on. Don't reveal where you took her for spaying..... This is called medical fraud, if they charged you for a spay, and didn't do one......)

My dog went into heat a few days after being fixed, but 2 months later sounds worrying. They'll bleed if they were due to come into season shortly before you had them fixed, but only once,

How is she when she urinates? Is that when you noticed the discharge?Iam wondering if she could have a bladder infection?It sometimes occures after a spay.I know this answer is old but she needs to see the Vet.
